Under pressure from conservation bodies, citizens, leading scientists and the support of all political parties, the UK govt wrote the Marine Act, a legal framework for a UK marine-protected area network to protect Britain's seas, but no conservation zone declared in 2013 has yet received any new protection. The effort appears rhetorical only. There''s evidence marine-protected areas work when protected from fishing, but produce little benefit if destructive fishing methods go unenforced.
